Cannot set up voicemail

I have had the phone for a year and never set up the voicemail… when I push and hold 1, it says, ”the person you are trying has a voicemail box that has not been set up”.  From the ‘voicemail’ tab under Phone, there is only one box, ‘call voicemail’… same message.  Any guidance would be great.
