Can't make payment. Again...

I've been trying to make a payment through the app for 4 days, but receive a notice saying the system is down. Now I receive a text saying I'll lose service tonight if payment is not received. I shouldn't lose service or have to pay reinstatement fees when it's an issue on their end. I've uninstalled and reinstalled the app.
