How to unblock IMEI on my phone recovered by police?

Hello,

My son’s Cricket phone was recovered by police. I have been unsuccessful in getting the IMEI unblocked correctly. I have had the IMEI unblocked multiple times by Cricket but it only works for an hour or so and then it gets blocked again.
