Locked IMEI on brand new A32

I’m trying to activate a brand new Samsung A32 5G that I bought from Target back in January. I’ve bee trying to activate this thing for over a week and they keep telling me the IMEI number is on the blocked list. The customer service reps I’ve chatted with have been useless, and I’ve tried to call twice but gave up after 30 minutes of waiting. I contacted Target they said they sold me a brand new phone and to contact Samsung. I have 3 other lines at Cricket and have had zero issues with them until now.

Has anyone else had a similar issue? It seems like I’m being forced to eat the cost of a $200 phone that can’t be activated.
