New Line, Different Area Code

I have 3 lines. My uncle, who is poor, lives in SF, Calif and let his cell service lapse. I want to add his phone to my plan but want him to have a 415 or other local area code.

When I chatted w/Cricket their CSR said they could only give me a number local to my current (billing) address.

Does anyone know how true this is? Is there anyway to add a non-remote area code, and can they do it for an existing SIM? Or is this something Best Buy can help with? Or (I suspect not) a Cricket store local to him or me?

To be clear, this would be a new line/number. So the line has to be created with a local-to-billing area code, then changes? It can’t be created with a Calif area code?
