Is there a way to permanently get rid of the bothersome wifi app trying to turn on. I have no use for it, ATT stashed it in the cricket system under some goofy name. I have been unable to keep it from rearing it's head up

Hello, have you tried going into the app settings and disabling the app?

Why excatly do you want to deactivate wifi calling. Are you sure you know what it does? If I was you I’d just activate it and be done with it.
