10GB plan has slow data speed?

I used to be on the 5 line grandfathered plan for $100. Cricket made me change (July) and since then my data speeds haven’t been great. First I went to the Unlimited $55 plan (4 lines for $100) during peak times the data became unusable, <1Mbps. In the Bay Area and then traveling to Vegas, Dallas and NYC  

I tried switching to the 10GB plan as in theory the data isn’t slowed during peak times. I am still seeing data slow <5 Mbps during busy times with LTE full bars on a iPhone XR and an Android with 5G. Non busy times I’ll hit about 30-60Mbps. 

I went to this plan even though it’s 4 lines for $110, $10 more a month thinking there’s no slowdown so said the Cricket CSR

Anyone have an opinion on this? I was trying to avoid paying $130 for the Unlimited Premium w/ 4 lines.

Thanks for posting. The 10 GB plan speeds is only reduced if you exceed your plan's monthly data allowance, however please know that actual speed may vary and be affected by terrain, weather, foliage, buildings, signal strength, high-usage periods, customer equipment and other factors.

Thanks for the reply but that isn’t helpful. I haven’t exceeded the usage. It can happen on Day One of a new billing period. 
 

What I’m trying to understand is what is the data prioritization of this plan? Clearly Cricket is slowing down the service. I can have full bars in a wide open area on LTE or 5G and it’s still <5Mb
