Help setting up voicemail

Question

I have an Iphone 2nd generation SE. It don't give me the option to set up my voicemail tapping the icon. When I hold down 1 in the phone app it saying sorry the person you've reached has a voicemail box that has not been setup yet. And when I go into setting and it gives me the option to change my voicemail password I do it and when I confirm and hit done it says voicemail not working and it does this every time. I've tried everything multiple times please help!!

People seem to be having problems with this for a long time. It might be time to post an updated process under FAQ for the solution, or provide an explanation for what's going on outside of private messaging. I'm certain many customers just decide to go without voicemail because it wasn't worth the trouble since there isn't even an explanation available for what might be wrong.

I've gone without it for years and might have tried to actually fix it if it seemed like you guys were aware that it didn't just let you set it up.
