Why does the phone forward calls to +16787649911

I have a Nokia 3.1+ and went into the call settings and found that number is used to forward calls for when busy, unanswered and unreachable and want to know 'why'?

What if I delete the number?  I read this is the setting to set the ring duration (which is what i'm trying to determine and change if possible)
