Unable to submit port-in order says promotion already used per household

I had cancelled confirmed order for porting 5 number to Cricket due wanting to change type of phone, but now when i resubmit the order i unable to get the Promotion advertised on the website. I am getting error when i place the order. I have talked to 10 different customer agent and they are not able to figure it out.

Error message I am getting: Only two phones (6s, 6s plus, 7 and 7 plus) is allowed per household.

I am still getting the same error, unable to place the order.

They have not been able to identified the problem here is the response 

"thanks for your patience while we try to figure out why it's not letting you process the order. We are reaching out to the proper team to try to get a resolution or update for you. We apologize for any inconvenience"
